SGI Global is seeking Dockets/Records Management Support to support The Bureau of Land Management (BLM) Eastern States State Office (ESSO) in support of the overall operational objectives of is public room, records, and dockets section, as well as general services, within the Support Services Division.
Position is contingent upon award
Provide customer service functions for both internal and external customers related to the official case file records managed within Dockets.
Perform daily transfers of case file records among the Docket room, adjudication, land records staff, and the public visitors.
Examines incoming legal documents, combine with pertinent case records, and forward to appropriate specialist as required for next adjudicative action.
Responsible for ensuring data quality and accuracy for the check-in/check-out system for files, properly filing correspondence, and that the official records are properly filed, maintained and accounted for.
Assist customers by researching and copying case file records, Serial Register Pages, Master Title Plats, and patent documents.
Respond to inquiries regarding mining claims, patents, leases, assignments, and unit agreements.
Perform queries in LR2000 to research records efficiently and perform specialized queries for the public.
Assist customers in researching BLM land and mineral title records, cadastral survey records, as well as internet-based lands and mineral databases.
Explain Master Title Plats, Oil and Gas Plats, survey plats, and survey field notes.
Accept over-the-counter filings and explains policies and regulations pertaining to oil and gas leasing, mining claim locations, realty, grazing, recreation, wilderness, wild horse and burro program.
Execute and assist in refining policies and procedures created or monitored for Dockets and Records Management.
Assist in enforcing Dockets and Records Management policies.
Support updates of the Standard Operating Procedures for Dockets and Records Management.
Support any records organization or file management projects in the office.
Pull cases upon request for internal and external customers.
Create physical file and input file information into the established file system and/or tracking log (file serial number, case type, LR2000 number format and assigned location.
Determine where files are located within the building.
Reconstruct or replace physical file folder and file new filings from BLM staff daily.
Conduct dockets audit and individual audits to confirm location of files checked in or out to an individual or program area.
Assist in determining case file disposition through weekly reports and/or collaboration with the records manager:
Updating the file with "closed" or "DEAD" information, Fiscal Year or applicable file status.
Scanning documents including:
Internal and external requests sent via e-mail
Maps and other documents in electronic format, such as email, PDF, or CDs.
Determine whether or not the file is closed or active.
Determine case file disposition through MLRS weekly reports to show what files are closed or pending actions.
Assist with file removal off shelves and assist Records Administrator with packing and shipping of records to the Federal Records Center.
Support directives management and maintenance.
Support Public Room/Dockets forms management.
Access and retrieve BLM Information (Temporary/Permanent/Vital Records) including:
Requests from internal employees and external customers.
Copying and viewing of files.
Research: Control Document Index, Adhoc Query, MLRS, GLO Records, manual serial register pages, accession/box lists, microfiche documents.
Requests by phone, e-mail, mail and in-person.
Locating files using established tracking and organization system.
Referring customers to appropriate staff or field office for more information.
Completing dockets delivery-run to deliver case files and retrieve case files from various BLM staff.
Support Dockets Disaster Recovery Plan
Support Records Management Program policies and procedures life cycle management of records.
Support electronic records administration.
Support records retention and disposition.
Support vital records.
Support records/archive projects.
Support Records Program training and technical assistance.
Support Records Management strategy.
Plan records inventories in collaboration with the Records Administrator.
Support maintenance of records inventory/file plan in collaboration with the Records Administrator.
Support designation of Records Custodians.
Central files/decentralized files.
Conduct reviews/audits of recordkeeping practices.
Develop best management practices.
Oversee forms management/safeguarding records/developing vital records program.
Develop a disaster recovery program, including COOP Records security.
Address backlog of records scheduled for transfer to FRC and NARA internal and eFOIA webpage maintenance.
Cross-train with the Records Manager to support the workload and processing of FOIA requests at any and all steps of the process.
Excellent customer service skills are a primary requirement.
Must have the ability to work with others, be courteous and cooperative while performing multiple tasks with frequent interruptions from a variety of customers, while maintaining productivity.
The individual must be detailed oriented, have the ability to follow detailed instructions and perform quality control work.
Must have understanding of records management concepts.
Must have the ability to learn simple computer systems.
The work involves standing, walking, reaching, and bending to pack, and work with records.
Lifting of large, heavy case files to top shelf of file cabinet and moving boxes of records up to 40 pounds is required.
Candidates must also have the ability to work easily with BLM staff members, program specialists, and follow established procedures as defined by the Business Manager or Deputy State Director of Support Services.
College degree or classes in natural resources is preferred, but not required.
Safe work habits are required in an office environment.
